German Steel helmets from the Great War are notorious for having missing liner pads. After years of sagging from neglect, the threads tear and the pads fall out. Similar to the visors on a leather helmet, the liner with heavy pads on a steel helmet is just a piece of leather that is sewn upright in the skull. By not supporting it, you are allowing the natural weight of the liner to place fatigue and stress on the threads that hold it in place.
One solution is to cut a piece of foam to a suitable size so it fits firmly inside the skull and supports the liner. As foam of any sort may be harmful to leather and fabric, the foam must be wrapped in a neutral, acid free unbleached fabric such as muslin.
